I even had the steinberg engineer use remote access to try to fix it but he gave up. In desperation I turned to the darkweb and someone there suggested that it may be a problem with a soft e-licencer remnant which could have been uninstalled.

I searched for an located a soft e-licencer installer with vst licenses pre-loaded from a nefarious source and ran it. This Instantaneously solved the problem by installing a soft e-licencer alongside the USB one.
